The 16 Premiership teams were joined by 8 overseas teams: Fiji, France, New Zealand (Wainuiomata), Papua New Guinea (Port Moresby), Russia (Eolis), South Africa, USA, and Western Samoa. They were divided into eight pools of three, two local and one overseas team per pool. Each team played three pool matches, with final pool positions determining whether the team played for the Cup, the Trophy, or the Plate.

New rule: In the event of a tie, teams played sudden death overtime.
