Other competitions: World Sevens
The Sydney competition was expanded to 20 teams in 1995 with the addition of the Auckland Warriors, North Queensland Cowboys, South Queensland Crushers, and the Perth based Western Reds. Eastern Suburbs changed their name to Sydney City, Canterbury Bankstown to Sydney Bulldogs, and Balmain to Sydney Tigers. Both of the latter chose to relocate to Parramatta Stadium, although towards the end of the year the Sydney Bulldogs resumed their old name and moved back to Belmore.
The expanded competition was passed from the control of the NSWRL to that of the ARL, who in turn arranged for the NSWRL to run it.
The President's Cup was reduced to the status of a junior competition, leaving only two senior grades.
On 1st April 1995, after failing to take control of the competition by legal means, News Ltd set out to do so by illegal ones. The Superleague saga is detailed elsewhere.

The expanded competition required a new format. Teams were divided into five pools of four. In the first three rounds each team played each other team in their pool. Then in the next 19 rounds the teams played a full round robin of games. Then the top eight teams played off in a final series to determine the premiership.
In round 3 Auckland used five replacements in their game against Wests, and consequently had two points deducted from their total. Auckland did not realise that blood bin replacements had to be drawn from the same pool of 17 players as interchange replacements.
