Notes:
The Toronto club, which had been playing in the Central Coast competition, joined the Newcastle Premiership.
A Second Division was formed. In 1959 R Duncan, secretary of the Kurri Kurri club, had proposed the formation of a second division to replace the third grade (from which his club had had to withdraw due to lack of players). Objections were raised on the grounds that the climate was not right and that the clubs to form it would mostly come from the Maitland Junior competition. But eventually it emerged, and was mildly successful in its first year.
It immediately struck trouble when clubs and players who had been in the Maitland Junior competition defected to it. The Maitland club refused to register players in their district to play in the new competition. At first the NRL proposed merging the two for a year, but the new organisation wouldn't be in it. Eventually the NRL took the power of registration away from the Maitland club, who were not very happy.
1960 also saw the introduction of the Caltex '500', a knockout competition played in the early part of the year. After a couple of years it devolved into the Newcastle preseason competition.
During the first round Lakes United fielded Gordon Jenkins, an illegal player. They won, but the game was later awarded to Souths.
