A dispute broke out between the NSWRL and the CRL over the desire of the latter to have full control of the running of the game in country areas, and the CRL broke away from the NSWRL for a few weeks. The dispute was patched up when the CRL decided that it was not in anyone's interests to have the game divided during the war.

Competing teams: (16) the eight Sydney teams, three Newcastle teams (Kurri Kurri, Central Newcastle and Western Suburbs), plus teams representing Parkes District, Southern Districts, Group Three, Group Seven and Group Ten.

Teams involved in the finals series got byes into the latter rounds.
