Rule change: The rule that allowed a goal kick to be attempted after a mark had been taken was abolished, because it slowed the game down and resulted in too many easy goals.

Rule change: Half backs were required to feed the scrum by rolling the ball in underarm from the knee rather than by throwing it in from the shoulder, and to do so without delay.

Premiership, reserve grade and third grade competitions were run. A separate table was kept over the second round of the first and reserve grade competitions, with the top four teams in each playing off for the City Cup and Sports Ground Cup respectively.

Eleven districts ran junior competitions and each competed for the President's Cup, which was run as a knockout competition.
