The unevenness of the final was seen by many as an indication that both finalists should be drawn from the Newcastle competition, and so the format was changed in 1914.

Three round robins followed by a final were played in each grade save D grade, in which one round robin was played followed by a top eight final series.
The season ended in some controversy. The final game was played between Cessnock and Kurri Kurri. Cessnock had already secured first place on the ladder, but Kurri Kurri had to win, or else play off with Maitland United for a place in the final. Cessnock tried to throw the game, but the referee caught on, and after repeated warnings abandoned the game. The HDRL decided to abandon the whole first grade competition. Kurri Kurri and Cessnock appealed the decision, the appeal was passed on to the NSWRL, and on their recommendation Cessnock was disqualified, leaving Maitland United and Kurri Kurri to contest the final.
